Retrofit Assessment vs EPC: What's the Difference?

An EPC and a Retrofit Assessment both measure energy performance, but they serve very different purposes. Find out which one you need and when.

Both an EPC and a Retrofit Assessment relate to the energy performance of a property, but they are quite different in scope, purpose, and who needs them.

What is an EPC?

An Energy Performance Certificate (EPC) is a standardised rating document, produced to a set methodology, that gives a property an energy efficiency rating from A to G. It is required by law for most property sales and lettings, and typically takes 30–60 minutes to produce.

What is a Retrofit Assessment?

A Retrofit Assessment under PAS 2035 is a much more detailed technical survey of a property. It examines the building fabric, heating systems, ventilation, and occupancy in depth to create a tailored Improvement Measures Report. It forms the first step in a managed retrofit process and is a requirement for most government grant schemes.

When do you need each one?

You need an EPC when selling or renting a property, or when applying for many types of green finance. You need a Retrofit Assessment when you want to access grants like ECO4 or the Great British Insulation Scheme, or when you want a professionally coordinated programme of energy improvements rather than piecemeal changes.

Can one replace the other?

No. An EPC cannot substitute for a Retrofit Assessment for grant purposes, and a Retrofit Assessment does not produce the legal EPC certificate you need for a sale or let. In practice, many homeowners will need both: an EPC for the transaction, and a Retrofit Assessment to unlock funding for improvements.
